Football ground expanded

ITANAGAR, June 29: The existing football ground at Hawa Camp under Kimin circle was developed and expanded in a social service yesterday.

Land measuring 500 square meter adjacent to the existing field was donated by Hawa Camp Head Gaon Burah (HGB) Tana Teki for extension of the ground. Former ZPM Bamang Mangha provided two JCBs and three dumpers for the purpose of field expansion and development.

“With the expansion of the ground, the field is now capable of hosting any state level sports events,” Lich Cher GPM chairperson Tana Yekhi said in a release.

Meanwhile, the chairperson appealed to the directorate of sports and youth affairs to visit the ground for necessary infrastructural development.

The social service was actively participated by the members of All Kimin Youth Welfare Association, local panchayat leaders led by Kimin ZPM Bamang Yayu, Government officers and officials led by Kimin EAC S Lowang and general public of the area.

 

Condolence

NAHARLAGUN, June 29: Rekha Rani Malakar, Packer died at General Hospital Naharlagun on June 24. She was suffering from Cancer and under treatment at CMC, Vellor. The officers and staff members of the Directorate of Information and Public Relations assembled in the office premises today to pray for the eternal peace of the departed soul and to give enough strength to the bereaved family to bear this irreparable loss.

Malakar was born in the year 2nd February 1956 and joined as Packer in the Department of IPR in the year 1991. (DIPRO)

 

Dree at Capital

ITANAGAR: Parliamentary Secretary for Food, Civil Supply and Labour and Employment Lokam Tasser and MLA Kumsi Sidisow would attend as chief guest and guest of honour in the Capital Complex Dree Festival celebration at Dree Ground Papu Nallah on July 5.

While, MLA Techi Kaso would inaugurate the “cultural night” on July 1, and Director, Urban Development and Housing Er. Taba Tedir will inaugurate the five days “Traditional Food Festival” on June 30 at Dree ground.

 

Relief for families affected by bamboo flowering

Koloriang: The North East India Committee on Relief and Development (NEICORD) in collaboration with Canadian Foodgrains Bank started distribution of relief materials through Nyishi Baptist Church Council (NBCC) to the families affected by bamboo flowering in four circles of Kurung Kumey, namely Koloriang, Sarli, Parsi Parlo and Damin.

Each family was given 100 kg rice, 20 kg paddy seeds and 4 kg salt. Altogether 3000 quintals of rice were distributed.

Dohu Yajo, a victim, said: We are very happy to get these foodgrains. Many of us had nothing to eat for days.

In 2009, rate menace due to bamboo flowering led to crop failure in those areas.

The program was flagged off on June 22 at NBCC office at Naharlagun. The distribution program will continue till June 30. DIPR

NERCRMP expanded to Tirap, Changlang

ITANAGAR, June 29: Planning Commission has, in principle, approved the expansion of North Eastern Region Community Resource Management Project (NERCRMP) to Tirap and Changlang districts amounting to Rs. 100 crore each, Member of Parliament Ninong Ering said in a communique.

This project will help solve the unemployment problem as well as improve the livelihood of the people of both the districts, Ering said.

The overall objective of NERCRMP is to improve the livelihood of vulnerable groups in a sustainable manner through improved management of their resource base.

Ering further informed that the Khonsa road would be adopted as a National Highway and it would be taken up in the inter-state/CRF road. Ering said that he along with T. Basar, Chief Engineer, PWD (EZ) met Union Surface Transport Minister CP Joshi and Union Minister for UD Kamal Nath in New Delhi and discussed about the road.

He was also scheduled to meet UPA chairperson Sonia Gandhi later this evening. Ering will apprise the UPA chairperson about the latest situation of Tirap. He is also likely to raise the issue of construction of Dams in China during his meeting with Sonia, the communique said.

 

Ancient Tham Siet ritual revisited

in Borduria

KHONSA, June 29: The twin-rituals of Tham Siet and Paang Wang (installation of traditional log drum and inauguration of Paang, morong or dormitory) was held at Borduria village on 29th June.

The huge log drum was dragged upto the morong by the villagers, mostly the youth of the village under the supervision of Borduria chief Wanglin Lowangdong, who is also the Speaker of Arunachal Legislative assembly. Folk dances and community feast marked the occasion. In the past log drum installation ceremony used to be a festive occasion and lots of rituals were associated with it.

Log drum called tham in Nocte is made of a huge hollow tree trunk which is kept in the morong. It can be 30-40 feet in length. There are different beats for different occasions. In the past log drum was played to sound alarm in the village in case of fire accident, attack by enemy village etc. It was also played during festival and community hunting etc. This log drum is probably the largest musical instrument in the world.  Speaking on the occasion, chief of Borduria Lowangdong while describing the day as historic, asked the people to preserve the age-old institution of morong for the posterity adding that this important institution is one of the rich legacies handed down to us by our ancestors. While thanking the people of Borduria and neighboring villagers for successful installation of the log drum in the newly built morong, he said that the log drum has great significance in the life of the Noctes. Eleven blocks to get banks

ITANAGAR, June 29: Eleven  blocks - Mariyang, Gensi, Riga, Taliha, Rumgong, Pakke Kessang, Chayangtajo, Pangchao, Wakka, Khimiyong and Hawai - of the present 34 un-banked blocks of the state’s total 92 blocks would have banks within this financial year.

This decision was taken at the state level bankers’ committee (SLBC) here today in response to the demand of Finance and Planning Minister Kalikho Pul on behalf of the state government.

While the Arunachal Pradesh Rural Bank (APRB) has been given the responsibility, the meeting also decided to set up Rural Self Employment Training Institutes (RSETI) in West Kameng, Lower Subansiri, East Siang, Lohit, Changlang and Papum Pare districts under the Centre’s financial inclusion programme, according to official sources.

The banks could play a proactive role in economic empowerment of the masses, particularly in Arunachal Pradesh where majority of the people live below the poverty line, Pul told the SLBC meeting. He called upon banks to extend their services on priority to the state’s 34 un-banked blocks, and assured all possible steps to develop infrastructures for the banks to penetrate into the far-flung, remote and border areas.

Citing the very poor and discouraging credit deposit ratio (CDR) of many districts, such as Tawang (6.80 %) and Anjaw (19.44%), Pul lamented that there was only one SBI branch in entire Anjaw district in Hayuliang which was quite inadequate to cater to the needs of the people, and urged the bank authorities to open one more bank in Hayuliang and another in district HQ Hawai.

The CDR of Vijaya Bank, ICICI Bank and Punjab National Bank is mere 3.67 %, 0.23 % and 9.92 % respectively, Pul regretted, and exhorted all banks to increase their loan portfolio.

As many a central government programme are implemented through the banks, it is necessary to relax the banking norms for granting loan by recognizing the certificates of gaon burahs or panchayat leaders as most of the lands in the state belong to the community, he suggested, adding these certificates could be authenticated by the local administrative officers/BDO. He, however, said the people are benefiting from the SBI, which has the highest number of branches (45), covering 16 districts of the state and appreciated other banking services like ATM, internet banking and mobile banking. However, he called for improving the services as people very often complain about ATMs malfunctioning while customers wait in queues for hours for simple transaction.  

Pointing out that there are 36 banks in Papum Pare alone while other 15 districts have only 1 or 2 banks, he advocated other banks to reach out to the people by extending banking facilities, including loans.

The Centre’s financial inclusion programme to bring all people under the banking network could be possible by opening more branches in remote areas by utilizing the services of farmers’ clubs and mobile vans, he said, and suggested holding financial literacy campaigns to bring mass awareness.

The State Co-operative Apex Bank with branches in 15 districts is not in a position to serve the people properly due to some problems, he said, but assured every possible help for reviving their banks besides assistance to strengthen their infrastructures.

The banks should take cognizance of GoAP’s move to extend micro credit facility through 5,000 SHGs as it has kept a budgetary provision of Rs. 12.50 crore to subsidize 25% of the total project cost to minimize loan burden to be advanced to them for financial inclusion and empowerment of the poor, he disclosed.

Pul also assured all-out support from the government, including providing lands for setting up of RSETI, through the deputy commissioner of each district for rejuvenating the banking sector.

All hilly states deserve special dispensation in opening up branches including in border areas, Pul suggested.

Besides state’s special secretary (finance) Swati Sharma, managers of all local banks, SBI’s CGM (NE circle) RK Garg, RBI’s GM NK Gayon, NABARD DGM HN Chaliha and SBI’s corporate centre (Mumbai) DMG Vijay Kumar took part in the crucial meeting.

 

Pema set to represent Mukto

ITANAGAR, June 29:  Except WRD & Tourism Minister and INC candidate Pema Khandu, no other political parties or independent candidates filed their nominations  for Mukto by-election. The last day of filing nomination was June 27 and last date of withdrawal of candidature is June 30. Hence it is clear that Khandu is going to be elected unopposed. Mukto Assembly constituency has fallen vacant due to untimely demise of Late Chief Minister Dorjee Khandu.

Meanwhile, APCC extended sincere thanks to other political parties and aspiring independent candidates for their decision to not contest against Pema Khandu as a mark of respect and tribute to Dorjee Khandu.  The APCC  also expressed its gratitude to CM Jarbom Gamlin, APCC president Nabam Tuki and Fishery and Industries Minister Tako Dabi for attaching due importance to Mukto by-election.

 

Main accused arrested but Police clueless about Sanjay Kumar whereabouts

NAHARLAGUN, June 29: Tirap District Police arrested the former Chief of Army of ANLF, Hangloan Lowakho on June 21. He is the main accused in Sanjay Kumar’s kidnapping for ransom case vide FIR no. 31/10 of Kharsang PS, District Changlang, dated 25.11.2010. Sanjay Kumar has not been traced so far.  

A communiqué from the Police headquarters stated that a sum of Rs 2 crore was demanded as ransom in the Kumar kidnapping case.

However the whereabouts of Kumar is still not known. Though the Police is yet to give any confirmation, there are fears that Kumar might have already been killed by his abductors. The devastated family members, still hoping for some miracle while talking to this daily, expressed satisfaction at the arrest. But like every else, they had a question for the authorities.

Where is the abducted supervisor of Arunachal Pradesh Mineral Development and Trading Corporation Limited (APMDPCL) Coal Mine, Kharsang?

Sanjay, a native from Bihar was kidnapped on November 24 from Kharsang district while he was on his way to the mining fields.

The accused was also wanted in Khonsa FIR no. 18/11 whereby he had been demanding extortion money from the shopkeepers and merchants of Khonsa town. Recoveries made so far are cash amounting to Rs 1,30,000/-, a laptop, Tata Indigo CB car, one Chinese made semi automatic pistol with 3 live rounds and 5 live rounds of AK 47 amunitions. Further interrogation and investigation is on.

The entire team involved in the operation is being recommended for suitable rewards.

The State police further stated that OC PS Khonsa received information that there was very high likelihood that the main accused of the Sanjay Kumar kidnapping case would be moving out of Tirap after collection of some extortion money.

Accordingly, a special checking team was detailed for the task headed by SP Tirap on Khonsa/Deomali road. Late in the evening, a white Tata Indigo CS bearing registratrion no. AS 23H 2062 with dark film on the windows approached the checking point. The vehicle was directed to stop for checking. On seeing the police, instead of stopping the driver increased the speed in an attempt to escape.

However, the road was effectively blocked by police vehicles of SP Tirap and PS Khonsa. They were directed to step out of the vehicle and thoroughly checked. During checking, a bundle of Rs 500 /-notes amounting to Rs 50,000/- was recovered from the possession of suspect. Lawakho also had a driving licence in the name of Apangte Agan and another Identity card in the name of Pangte Lowang.

 

Forum accuses violation of RMSA guidelines

ITANAGAR, June 29: Paktu Area Peoples Forum in a letter to Director, State Mission Rastriya Madhyamik Shiksha Abhiyan (RMSA) today alleged that the RMSA District Mission, West Siang violated the laid down guidelines of Abhiyan. It demanded suspension of the civil works at Government Higher Secondary School, Aalo and Nehru Memorial Higher Secondary School, Puakgumin, Aalo till full compliance of the guidelines.

While briefing RMSA guidelines, the Forum said that Abhiyan is a decentralized scheme in which annual plan/ perspective plan are to be projected as per the SMDC assessment of respective schools. DPC being as nodal officer shall coordinate and facilitate while consolidating district plan and as per RMSA guidelines the SMDC headed by Headmaster or the Principal whichever is applicable is empowered to conduct any civil works with the help of technical department and as such the SMDC is obliged to maintain account of all the expenditure as per component wise grants.

However, this responsibility has been violated in West Siang by conducting civil works at Govt. Hr. Sec. School, Aalo and Nehru Memorial Hr. Sec. School, Puakgumin, Aalo thereby seizing the role of SMDC /Principal of these schools.

Further, no technical department is engaged by West Siang District Mission,  in the execution of the Civil works and there is no transparency of technical details of the works thereby quality construction is questionable which is tantamount to squandering of public resources and compromising the noble cause of  scheme.

Further, as per guidelines, grants under the mission has to be deposited into the account number of the Principal/Headmaster but District Mission, haven't complied with the directives as yet.

The forum said “Government Higher Secondary School, Aalo and Nehru Memorial Higher Secondary School, Puakgumin, Aalo have its unique place in academic realm of West Siang. Hence, compromise on the quality of civil works cannot be tolerated, it added.

In an another release, Paktu Area Peoples' Forum condemned and criticized the transfer and posting of some officials and termed it as political interference by the elected representative.

It claimed that the relatives of the transferred  Government servants are pursuing or engaged in activities under Paktu Area Peoples' Forum for their legitimate claim for economic rights at Aalo Township which are under perpetual exploitation and monopoly.

The forum also condemned the arrest of Paktu Ao Youth Welfare Association’s President Nyatum Bagra and Adviser Jorik Bagra at Aalo yesterday to suppress the legitimate and democratic activities of the Paktu area peoples.

Meanwhile, Paktu Ao Youth Welfare Association (PAYWA) expressing their strong resentment at the arrest of its President and Adviser and failure by  the District administration to address the RMSA issue despite five days ultimatum and transfer and posting issues has decided to call phase wise bandh call at Aalo and all the Paktu areas.

The first phase of bandh is being called on July 1 for 24hrs, which will be followed by 2nd phase 36 hrs bandh on July 8, 3rd phase on July 18, 48hrs bandh and indefinite 4th phase bandh call from August 2.

 

Siram underscores the need of proper  RTE

PASIGHAT, June 29:  Education Minister Bosiram Siram underscored the need of proper implementation of Right To Education (RTE) in the state to achieve bumper progress in education sector.

During 6th students’ meet at Kelek Mirbuk village of Pasighat held yesterday, the minister said the present changes in education sector is joyful outcome of the govt. efforts to empower the youths for sparkling careers, making them effective and responsible citizens of the nation. He reiterated that there should be  realistic planning at all levels and emphasized that the Village Education Committee (VEC) should play a proactive role in ensuring regular attendance of both teachers and students in the classes. To arrest the dropout rates in rural areas, he urged the administrators organize awareness programs at place to place and also to monitor the delivery of the reading-writing materials and dresses in schools.

 While giving an overview of the SSA Rajya Mission, Siram said that Elementary Schooling System is on proper track and specific appointment and regularization of SSA teachers has healed the Schooling Scenario tremendously in the State, he claimed.

 The Chief Guest Siram urged the students to maintain unity and brotherhood and suggested to share their experiences and help each other for mutual benefits and academic progressions.

 Meanwhile, the three days meeting of the Boying Students Welfare Organisation of Boying Village of Pasighat, started from June 27.The inaugural programme was attended  by Okom Yochung, ZPM, as Chief Guest and Yade Tamuk, Chairperson, Balek Anchal Block.

 

Not all can be heroes

Not all can be heroes.Some have to stand on the sidewalks and clap as the heroes pass by. But like they say, every once in a while, in the midst of an ordinary day, life throws up pleasant surprises and its then that ordinary men can also become heroes. A.M. Duttachoudhury is one such hero. He was a lanky, uncertain but curious 22 year old when he first joined as a clerk at Namsang Borduria Trust in Tirap in1972. And since then till date it has been almost 40 years of dedicated, selfless and relentless service to the people of Arunachal  in general and Tirap in particular.

He has practically aided every administrator who has been posted at Khonsa in the last 40 odd years and seen the district grow from nucleated, scattered chieftainship to the democratic set up of today.

He was in the thick of matters when the first roads were laid to the different circles in the district. He reminiscences about the days when he would accompany administrators and chiefs on foot to distant villages to survey the prospects of introducing development in terms of infrastructure in the far flung areas.

His efficient, prompt and organized paperwork and filing gave a definite shape to Nocte Timber Corporation and Namsang Borduria Trust. It was after he joined that Ramkrishna Mission School at Deomali saw the light of the day and no body can deny his hardworking behind the scene contribution to the establishment and growth of R.K. Sarada Mission at Khonsa. And Khonsa, the town itself has since its inception as headquarter to a district, grown under his watchful eyes.

Some may wonder as to if I am over estimating the worth of this man. I would like to assure my doubtful friends that the man in question deserves every word of praise this piece bestows upon him and some more. He was supposed to retire in 2008 at the end of a fruitful career as an Administrative Officer that is the highest position a clerk can attain. But the then Deputy Commissioner of Tirap Mr. Ankur Garg, extended his service for 2 more years beyond the state retirement age and made him Officer-In-Charge of Development. The DC’s decision was devoid of any political or nepotistic intention. It was this man’s impeccable service record and his dedication that earned him such respect and faith. With all due respects to my fellow officers, few can match his caliber.

Since I first joined service as a Circle Officer at Khonsa, he has been a pillar of encouragement to me and my colleagues. Whether it is drafting a letter or making a file noting, overcoming official gulches or personal dilemmas , he has been more than helpful even outside official sphere, he is more of an Arunachalee than I may ever be. A Bengali Brahmin, he is as comfortable with eating pork and buffalo meat as he is with  fish. He enjoys that occasional glass of jumin (local rice bear) during Loku and other festivals. He knows the history and folklore of the Noctes and Wanchos better that many locals do. He feels the pulse of the land and its people. And yes, he also rues the rotting and fall of Tirap in recent times for he is a man who was a witness to the glory that this district once was.

I have had a very fruitful two and a half years association with him. I have had the privilege to tap into his vast experience and wisdom. It’s not everyday that one comes across a person with so much dedication and honesty. Sometimes I wonder, how he was never recommended for the Governor’s Service Medal for public service or something to that effect.

He retires this 30th of June and believe me, it’s going to be like an end of an era for Tirap and the vaccum his absence will leave behind will be difficult to fill. I don’t really know Tirap feels about his retirement, but I for one could not just let him pass in to oblivion.  

I write this piece today to celebrate an unsung hero and I shall stand on the sidewalk and clap as he passes by.

 

Workshop on Maternal Death Review

ITANAGAR, June 29: A two days workshop cum- Training on Maternal Death Review (MDR) is being held at DHS Conference Hall, Naharlagun from June on 29 organized by the State Health Society, Naharlagun.

Kaling Tayeng Secy (Health & FW) said that not a single pregnant women and child should die, this being the objective of MDR. Maternal Death Review and MCTS (Mother & Child Tracking System) being sensitized already to all the districts, he stressed on identification and timely reporting by the districts even by using cell phones for reporting from inaccessible areas for smooth implementation of MCTS.

He further advised them to improve it with immediate effect and to expedite and update the quarterly reports. Stressing on submission/forwarding of photographs, he asked the districts to submit the photographs of all the activities implemented in their respective districts without fail. Further, he asked them to utilize the untied funds under RKS. Reminding the DMOs of the letter sent to them, he advised them to strictly follow the Govt. instructions on appointments in their districts. Talking about the implementation of PC-PNDT, he asked the DMOs to identify the reason for decline in the child sex ratio in the state. Also the DMOs being the District Appropriate Authority for implementation of PC-PNDT (Pre Conception- Pre Natal Diagnostic Technique) Act, they were asked to supervise and monitor the functioning of Ultrasound Clinics and to ensure that no sex determination is practiced in the district. Further, he emphasized on free service for mothers and new born to be given in all the govt. Hospitals. The World Population Day not being very far, Secy. stressed on observation of the day in all the districts for which the fund may be utilized from RCH Flexi -pool, he said.

Speaking on the departmental promotion, he highlighted that time bound promotions will be as per the ACRs and on the basis of seniority. In this regard, he asked all to submit the ACRs on time. Further, queries if any, should be addressed to him and he should directly be contacted, he said.

The workshop was facilitated by Dr. D. Padung, Nodal officer (NRHM), Dr. L. Jampa, State Epidemiologist and Dr. T. Basar, Gynecologist, Arunachal State Hospital. Nani Mali, Mission Director (NRHM), Dr. K. Nishing, Addl. DHS, DMOs, DRCHOs, DPMs from the districts, Senior officers and staffs of the Mission Directorate attended the meet.

 

RTI awareness at Chongkham

Chongkham, June 29: The RTI Activists of Anjaw and Lohit District launched the RTI awareness campaign in co-ordination with Panchayat Members of 46-Chongkham Panchayat Segment on June 26 at Town Club, Chongkham.The team of RTI activists shared their personal experiences and the procedures in obtaining the information available in the public domain. The executive bodies of All Tai Khamti Students Union, Chongkham Youth Welfare Association, government staffs and elders of Chongkham area welcome and expressed their gratefulness to the Chairperson, ASM and her team and the RTI Activists in arranging the awareness campaign which was long felt desire of the citizens of the area.

The Chairperson, ASM 46-Chongkham Panchayat Segment expressed the need of exercising this right to bring transparency and accountability in the functioning of the public authorities and urged the panchayat members, youths and the local citizens to come out and exercise their fundamental rights enshrined in the constitution. Further, she urged the citizens to come in more numbers to exercise their rights so that the spirit of the RTI Act is upheld.

The president of All Tai Khamti Students Union opined that corruption is the main cause of drug abuses and other illicit activities in the area. He expressed that deprivation of the youths from participating in the developmental activities has put the youths to desperation and frustration which led to taking wrong path amongst the youths. He urged the general public and especially the youths to exercise this act which is very peaceful tool in containing the corruption in the government departments. He further urged the participants to join hands for the good cause irrespective of political affiliation and appeal them to come forward for urging the government to upgrade the accommodation capacity of De-addiction and Rehabilitation Center of Pali Vidyapith, Chongkham.

The RTI Activists of Anjaw and Lohit threw light on the importance of the Act. They also made aware of welfare schemes under taken by different ministries especially under RD and ICDS.

The participants in the awareness campaign discussed about the reeling problem faced by the neighbors i.e. Khamtis, Singphos and Mishmis of Lohit and Anjaw due to drug abuse especially amongst the youths, along with the rural elders, which is eating away the vitals of the society and call on to work together to contain this menace. And it is unanimously felt that corruption and misappropriation of funds meant for the intended beneficiaries is the main reason for illicit opium cultivation and drug abuses in the area.

 

Former legislators discuss welfare measure

ITANAGAR, June 29: The Former Legislators Association (FLA) discussed the issues relating to welfare of former legislators as well as public in a meeting held here recently.

While resolving to cooperate with the Govt in its development activities, the meeting seriously viewed the alleged ill attitude of some elected representatives and Govt. officials towards former legislators when they call on them on certain important works.

Stating that ex-legislators are also equally responsible for the upliftment of the society in particular and state in general in a democratic set up, the Association also highlighted the grievances like restriction on entry of their vehicles in civil secretariat and restriction in meeting the CM.

The Association urged upon the CM and his council of ministers to streamline the present system by allowing the entry of their vehicle to restricted areas and said that former legislators should be allowed to meet CM at least for a day in every month.

It was decided that a delegation of the Association would meet CM, Speaker and FM to apprise of their grievances.

Meanwhile, former ministers Tanyong Tatak, Talo Mugli and Thupten Tempa have been appointment as Vice Presidents of Eastern, Western Arunachal and

Head Quarter of the FLA respectively for the period of 2011-2014. Former ministers Anok Wangsa and T.C. Teli were appointed as general secretaries of the Association.

 

Training  prog on computer accounting system

ITANAGAR, June 29: A 14 days training programme on “Computer Accounting system” began at Administrative Training Institute (ATI) Naharlagun from June 27 last. As many as 30 officials from AP civil secretariat and heads of departments in Capital region are attending the programme which is being conducted under the 100 per cent course fee sponsorship of department of personnel and training, Govt of India under its plan training assistance for 2011-12.

Director (training) Pema Tshetan in his inaugural address said the clerical staff, being the backbone of their respective office, should be able to carry out their accounting works with the latest computer application techniques and programme for achieving modern office management and in order to enhance the overall standard and efficiency of the office. He said the need of the hour is to increase efficiency of office to deliver prompt service which is depend on the caliber and skill of its workforce.

Tshetan also highlighted the aim and objective of the training programme.

Earlier, the course coordinator, T Lodo, Dy director (training) highlighted the course content in brief. Parbinder Singh, director of A to Z Computer Centre gave brief summery of the course module and requested the participants to take full advantage of the programme.

 

HM holds Interactive Meeting at Daporijo

Daporijo, June 29: An Interactive Meeting of Minister Home, RD & PR, Takar Marde with Heads of Departments of Upper Subansiri district and ZPMs and Anchal Samity chairpersons was held here yesterday The objective of the meeting was for the departments to highlight the ongoing schemes in the district, put forward the problems faced by them and their relations with the PRI members and the public.

Marde, while addressing the meeting, advised the government officers to work for the progress and development of the district and also requested the PRI member to work hand in hand with the officers.

The Minister also distributed computers, provided under BRGF as IT support for Intermediate Panchayat Centers, to CO cum Member Secretaries.

MLA T. Siga, DC A. Abhayankar, Director SIRD N. Ete and others attended the meeting.

The New Divisional Office Complex of the Executive Engineer, Rural Works Department, Daporijo Division was also inaugurated by Marde today. (DIPRO)

 

IDEA Imparts Bank Literacy Program to SHGs

Daporijo, June 29: The Itanagar Diocesan Empowerment Association (IDEA) conducted a one day awareness programme for SHGs on bank literacy, bank linkage, book-keeping, inter-loaning and Loan recovery at Sacred Heart School, Daporijo on June 25 in collaboration with Rural Bank, Daporijo, supported by KFB Austria.  

Sr. Rosemary SABS, IDEA Coordinator, Daporijo said that the objective of this awareness programme is to conscientize the SHG groups on bank linkage, book keeping and loan.  She thanked the dignitaries especially Mr. Tamok Gammeng Bank Manager, Rural Bank, Daporijo for availing his valuable time in order to impart knowledge about bank related information to the villagers.

Speaking on the occasion as chief guest Fr. Anto the principal of Sacred Heart School, Daporijo lauded the transformational impact of IDEA’s various programmes in different districts of Arunachal Pradesh. The awareness programme has enabled the SHGs to have a broader perspective on bank related matters, he said. He also spoke about the importance of book keeping.

Tamok Gammeng Bank Manager, Rural Bank, Daporijo highlighted the importance of having bank linkage and emphasized the importance of repayment of loans. He expressed his readiness to help at any moment.

Niranjan Banik Asst. Manager, Rural Bank, Daporijo also spoke on the occasion and clarified the doubts of the participants and encouraged the SHG members to build up good relationship with the bank.

Taruk Liruk, the Goanbura of Liruk village talked on behalf of the senior citizens and expressed his desire to start men’s SHGs.  At his desire the manager expressed the various privileges and benefits available to the senior citizen’s group.

Sanjit Basumatary the programme coordinator, IDEA expressed his gratitude KFB Austria and to the resource persons and everyone who collaborated with the team. The beneficiaries of the programme expressed their gratitude to IDEA for having given them an opportunity to understand the importance of bank linkage in rural areas.

 

Changlang DRDA governing body meet

CHANGLANG, June 29: The 49th governing body meeting of Changlang District Rural Development Agency (DRDA) was held at the Auditorium Hall of the District Institute of Education and Training, Changlang yesterday.

Addressing the meeting, Power (Electrical) and Forest and Environment Minister Setong Sena said that considering the favourable agro-climatic condition of the district, the people of Changlang should take up tea cultivation for the sustainable economy. The financial institutions are ready to extend financial assistance for establishment of tea factory in the state, he informed.  He also stressed on selection of the schemes or projects which help to generate permanent income source for rural masses.

Highlighting the importance of such governing body meeting, Sena further said, the stake holders are fully responsible for success or failure of rural development schemes.  He, however, expressed satisfaction over the achievement of development agencies despite complex situation prevailing in the district.  Sena appealed them to keep up the same tempo and spirit in future too.

MLA cum-Parliamentary Secretary IPR & P, T Taiju, appealed to the officers and PRI members to work with dedication towards upliftment of the people living below poverty line and to eradicate illiteracy. He said the poverty alleviation schemes like MGNREGA, IAY, SGSY and Hariyali are provided by the Central Government with sole aim to improve the living condition of rural poor people. Taiju further stressed on proper implementation of road projects, creation of infrastructure and health coverage through NRHM.

While emphasizing on periodical inspection of the development projects by the officers and PR members, he said local people should be encouraged  to take up rubber plantation with minimum expenditure and less labour.

P. Khimhun, MLA cum Parliamentary Secretary Mineral and Mines, expressed dismay over fund allocation on the basis of populations which does not cater to the need of people living in hilly area like Arunachal Pradesh.

He said, the RTI has become a weapon to harass and black mail the officers. It fails to serve the very purpose to maintain transparency and good governance in government functioning. Khimhun stressed on the need to give a serious thought on this issue.  The MLA also said that proper planning should be made in the Zilla Parishad and need based schemes should be selected.

DC cum DRDA CEO Opak Gao highlighted the achievements made on various schemes like, MGNREGA, SGSY and IAY. He suggested that the Self Help Group(SHG) and beneficiaries should be given opportunities to select schemes as per their suitability and local needs. Once the schemes are taken up follow up action should be there for proper execution, he said.

He further appealed to deliver services to the rural poor people instead of playing blame games and throwing the responsibility to one another.

Chairperson, Zilla Parishad Changlang, J Jugli, in her concluding remarks, suggested periodical meeting by Anchal Samity Chairpersons for preparation of  schemes and review the developmental works. She however, called for selection of actual and needy people as beneficiaries of schemes. There should not be any favoritism in selection of beneficiaries, Jugi said.

Manik Bui, Project Director, DRDA Changlang, gave details of financial and physical achievements made during the year 2010-11, and placed new proposal for 2011-2012. John Jugli, ZPM Changlang South, suggested  need based schemes to be carried out for development of rural areas. DIPRO.

 

This is beyond comprehension

Its amazing how modern progressive society is completely brought to a standstill at the whims and fancies of certain people. These so called organizations promote themselves as the guardian of the common people but do they actually care what’s going on with “ us”?  A bandh of this magnitude is not only an enormous inconvenience but also inhuman. Do they actually care what is happening to the education of the children or to the daily wage labourers. Why are we paying the penalty for someone else’s thoughts. That’s beyond comprehension.

I have gone through the article the RTI and Arunachal. It is rather touching to see that the officials are saying that people are trying to blackmail them through the famous Right to information act 2005. I would like to laugh at their lying faces, that if they are Innocent victim of RTI harassment then what's the big fuss in revealing the govt document that has been asked for?

After the nationwide embarrassment regarding the PDS scam, we Arunachlees should get up and file a RTI and see what's going on into the system. As a citizen of the world biggest democracy we should govern the government not the other way around.

This is an open letter to the All Nyishi Youth Association (ANYA) faction, who opposed the 36 hour bandh by the ANSU. You claim to be the representatives of all the Nyishi youths. What are your reasons for not supporting this movement? Do you think, what a Delhi-based journalist, commented about us on the 4th May, TOI, is the truth? The reasons for the protest-bandh in its totality are also supported by many of our fellow Arunachalees too. Then what has happened to the ANYA? One can somewhat understand a political leader’s reasons, because of their political affinities. But what are your reasons for opposing? If you truly claim yourselves to be the youth representatives for the Nyishis, then you do owe us a reply.

The road that would bewilder a technology expert!

Under the merciless and scorching June Sun as I was having a tough time maneuvering the multiple new potholes re-emerging with a vengeance after a short eclipse during renovation job, my on road concentration was distracted by a familiar figure waving and advancing towards me excitedly. Surprised and ecstatic too at the unexpected sight of an old school friend, who left Pasighat in the early part of January 2011, I jammed the poor tyres to a screeching halt at the sudden appearance of a jumbo sized pothole ahead, unmindful of the traffic, much to the dismay of following driver who overtook with an scornful stare. I smirked back sheepishly with an apologetic gesture. As usual I had a prolix update of my exuberant friend's experiences in his typical parrot-fashion. Our casual chats slowly drifted to a more serious topic which concluded with a complaint from his end, more inquisitive rather, as whether Pasighat's roads are confounded to be potholed perpetually and if renovation of these road networks lying at mortifying state would be taken up at all. Mistake him not to be at an early stage of Alzheimer's, but interestingly during his absence of just three months, Pasighat had had her needful road facelift to conceal it's repulsive looks in form of potholes conclusively without a competent esthetician. Road renovation jobs preferably must be carried out using standard materials with necessary percolations to have a certain minimum intended lifespan. Deplorably the kind of swiftly evanescing road surface rejuvenation completed recently under the supervision of DUDA, East Siang, objectionably withstood the traffic battering for just around 100 days or so with its resistive strength frazzling back to square one at the onset of the forth month, will perplex even a modern road building technology expert. Thus divulging the mediocre road work technology know-how of the involved firm/s which seized the important task to execute the renovation job resultantly presenting an unsatisfactory finishing. Dereliction of DUDA engineers too cannot be overlooked considering the fact that the kind of renovation works had the accreditation of the concerned department's officers as the underrated works were accomplished right under their nose, inferably giving the responsible officials orientation a depravation tone. Now momentary consolation is, especially for body building freaks, because of these multiplying potholes a driving wheel or gear lever serves more like a tool or exercise for developing impressive biceps.

Apropos to article " JNC to start PG courses" published on 29th June 2011, it is indeed a great news for entire our State in general and Pasighat in particular that the oldest institution of higher education of our state get the status of State University and soon imparting PG Courses from next academic session. We, the people of State are thankful to Education minister, Bosiram Siram for the tireless efforts in fulfilling the long felt dreams of the people.
